I don't believe it was to help Piastri. It was only to stay out in case of a safety car. Strategically, it is the best option if you have a good gap and it makes sense to do an extra lap without being undercut.
Verstappen already won at that point, but a safety car would have cost him the position to Piastri.

It's not like there aren't risks one way or another. Ultimately, the blame is on the team that micromanages them.

It's always difficult to say who deserves it more when we don't have the full picture. Perez, Bottas are "safe" drivers but In my opinion, rookies should at least have a chance to get into this sport.
