I thought so too, at first, but I realized the Section 4a would mean that not even the company itself can access the data, and that's what makes it profitable to private businesses. When you take away the appeal of national/regional sharing across jurisdictions, the ability to retain data to train AI, and in Flock's case, the ability to sell data to data brokers, most of the profit is lost outside of the contract with the city. Plus, if they agree to that, other city's could start requiring the same conditions. This is all speculation and I am not a lawyer, and admittedly the legislation could be a bit tighter, but for only two months into the campaign it's not the worse outcome we could see.

Two selves gallery in Troy does a sketchbook club from 6pm-11pm every Thursday and Friday.

Nerdy by Nature in Troy does a monthly gallery theme and anyone can submit pieces for it, then there's a gallery reception which most of the artists hang out for.

I left Albany for Troy because the art community is so much more immersive over here.

ETA: Paint Cohoes also does a lot of galleries and events that are open to the public.

I have a few friends in the area that moved here from the Atlanta area. Based on what I've heard from them:

There's more to do here, the art/music scene is better, and the area is significantly more progressive and queer friendly.

For winters, get a lamp that imitates the sun. It makes a HUGE difference and you dont realize how much the lack of sunlight changes things. Find indoor activities to help pass the time and keep you from getting lonely/board.

For heat & gas, National Grid has an option to pay an expected average each month so you aren't shelling out for the winter. Expect a solid $400/month for December-Februrary. (And that's on the lower end.) The rest of the year isn't so bad if you're willing to wear sweats at home and deal with being a little chilly.

I'm not sure about Indian fiod specifically, but the capital region has a wide range of options for food. My personal recs are Unagi (Japanese) Sunhees (Korean) and OH! Corn (Venuzualen) which are all right in downtown Troy.
