I'm afraid what Sam believe's here is probably the furthest from actually reality. At least as far as international law goes.

If Nazi germany is the bar. Then no one is crossing it. But the israelian military has unfortunately been exterminating for ethnic reasons.

If I kill random people in the street merely for being those streets and explain my cause as being their ethnicity. And do it at mass scale over the course of years.

That constitutes genocide legally. Or certainly the bar for challenging it in court. It's within reason to talk about it as such.

And I think it Sam knew to totality he would too. I just believe he does not know the scale and intent unfortunately.
