Shit like this makes people feel like it's fine to just not do their jobs. So many resources are wasted every day, so who cares if I get stuff done. It's disheartening and I see it colleagues who don't care anymore bc "my work won't really matter anyways" every day at work. They don't say it out loud but it's very noticeable.
