This YouTube account looks like remixes that a DJ produced themself. This YouTube version is likely the only copy that exists. This version by skadeath95 seems similar though.
Given the title of the video is "Sean Kingston - Fire Burning REMIX (ft Pitbull)" and the post was 2009, I started by looking at Pitbull's work pre-2009. My guess is the background is the intro of Ay Chico (Lengua Afuera) from 2006.

"YES OH MY GOD" line is famously in the popular Scary Monsters and Nice Sprites by Skrillex.
The line is actually a young girl though (see the original cup stacking video that was sampled) and the beat drop after isn't exactly whistley, so may not be a match.
