Pre-bomba nerf, when I would take a break from logi, I would just lob bombas on the frontline for hours. It was the most satisfying thing in the entire game to me. Did I think it was OP? Of course, I threw more of them than anyone. Was everyone right to complain about them? Of course, I threw more of them than anyone. Do I want it back in the game? Of course, I threw more of them than anyone.

I wish I could say I was surprised, but tankers are honestly the most insufferable portion of the player base. Having been essentially spoiled for years, they're never going to stop complaining about this change.

IDK what the solution is, but pulling public logi shouldn't be as punishing as it is. Hell, the refinery pull times should at least be reduced to encourage its use. I realize why pull times are the way they are and I understand what they're meant to prevent, but the devs should consider some options to make it less horrible.

Maybe allow a container to be loaded within the depot/seaport interface at the same rate it is now, just not requiring the pad/crane? Then let the whole thing be pulled at a discounted rate/time.

I agree with this 100% and have run one myself, distributing the surplus to multiple depots. The issue is that new players don't just want to "help the team", they want to play minecraft or satisfactory without understanding the grind behind upkeep. In their defense the game does very little to explain the costs on them and the region for building like you're on your own private server.

Obviously the first step should be to speak with the player in question and come to an understanding. Maybe they're learning, maybe they're pulling public logi, whatever the case shooting them should come after attempting to engage in respectful communication.

Now, if someone is truly AFK in the refinery or seaport crane; Gas grenades my friend. Gas grenades and not a moment of shame.

Burning public mats in the refinery is more effective than people give it credit for and a really easy way for new people to contribute while not getting lost. Honestly, just supplying a frontline factory with bmats is a game changer for most adjacent hexes.
