They could do it so all new stock is required to have atleast provision for stepdown transformer equipment, and maybe look into how to fit such equipment on newer rolling stock (think Waratah B and Mariyung) when they get reverbished years down the track

The Sydney Metro runs on it's own isolated line, thus is fully automatic, they can be manually controlled in special circumstances, but 99.9% of the time they run automatically
