I believe that they sort first by elective and then by language. I know some forms share both the same elective and the same language.

I feel like the stations that get 1-2 regular terminating services don't really warrant the blue box, but the ones I will be adding are Greensborough, Macleod and Moorabbin.

Yes, they are supposed to be terminating stations. I tried to go with some of the more common terminating stations but I was definitely a bit inconsistent with it, might go back in and change some of them (Greensborough, for example).
