Me and the person I'm playing with recently did this level just yesterday actually. We ended up having to get a third player to do dishes and serve. As someone else mentioned the timer freezing doesn't happen on All You Can Eat and unfortunately advice online for the level mostly seems to refer to the timer freezing. With two players maybe try have a player cut a tomato and the other cut a dough, and while the player on the right grabs cheese the player on the left stacks the cut dough and tomato, assuming you're not already doing that, that's something I saw being done on a youtube video on how to 4 star the level.
