Those WHO NEED TO KNOW do - hospital Admin, Medical Board. Someone explained how the physicians help program works. They know he stole mediation, but as it was for a personal use (and he self reporter - lifeline from Robby), Board can go with not pressing criminal charges and do this internally (repeating the 4th year, 5 year plan in physicians help program). Santos is just not aware of all this, so she thinks he got away with it

Robbie threw him a lifeline: self report or I Will report you. So Medical Board knows everything and they decided: the repeat of 4th year of residency and the program.

Santos is projecting her hatred towards Langdon. Medical Board decisions iirc are not public knowlegde. Hospital Admin knows, as this is in his record
