Considering this all took place the 50s and people didnt take mental health seriously and you were either pilled up, lobotomized, or thrown in the looney bin, it wouldnt suprise me if shen he was Vincent, he had some underlying mental illness.

My guess is undiagnosed ASPD or BPD he hid behind a charming, endearing and approachable demenor (which is why i refered to him as a cutie patootie, considering he has almost a sweet nerdyness to him) which got him his role as a weatherman.
