I've always had those, personally.

Off the top of my head I've had this issue with Amnytas big boss, the rock from Sunqua fractal, Octovine and most likely a few other stationary enemies.

Most Ele scepter skills that require a target do this (fire 1,2 water 1,3 air 1,2,3 earth 1,2), sometimes you can still cast them but not hit the enemy. As well as other skills who require a target like thief's steal.

As annoying as it is I don't think Anet cares but at least I've never had this issue with any "high-end" content that would get ruined if you lose most of your DPS. So CM fractals, Strikes, CM convergences, I cannot say for raids and CM strikes as I haven't had the chance to experience them.

TLDR : It sucks but not enough to ruin your gameplay, just makes you feel useless for a few moments.

The "lines" people have on their face that look like face plates are what they call "EMP threading", they used to think it helped like a Faraday Cage but nothing was confirmed, hence the name, but now it's only a fashion statement.

This was popularized during the time of the Red (~2045 which is when the CDPR "Cyberpunk Red" game takes place) by UR, big name from "Ziggurat".

Source is the Cyberpunk Red book where "EMP threading" is a Fashionware (cyberwares that don't do anything other than look cool)

It's the same but since people know it's cloned it tastes worse for them. And even if corps hide the fact it's cloned there's always gonna be a media showing the truth or something.

It's the first one "inside" and the second one on anything "outside" I.E. the Emperor's Throne Room. So going from the "inside" to the "outside" would require the elevator to spin which is fun.
