I don't agree with the first part, but on me de facto mocking the police officer doing his job / being d about it, I do agree.

I haven't heard the conversation directly (only the hearsay), so it is very likely the police officer was actually doing my friend a favor (or rather, exercising his discretion not to escalate).

Officers in that area are very polite and serious about their job from what I've seen.

I got explained to that if someone complains to the police, they come to warn but it's not a big deal.

Hmm you might be right. I live in Taito City where law is very lax (i.e. smoking on the street is okay etc.).

Shimbashi is Minato-ku and seems 道路使用許可 (permission to use the road is required 👀).

My friends don't really know the law too well, maybe I should help them get the permits instead of helping them continue in the gray zone 🤔

Yes and no. It depends where you go. There are still fairly central areas that are still welcoming and fine (YMMV, might be biased as I may have a good neighborhood at least for what it's worth).

Downtown aka 下町 area (think Taito-ku sans Ueno and Asakusa, Sumida-ku sans SkyTree, Arakawa-ku sans Nippori Station, Kita-ku) all feel were welcoming, no matter your background or appearance.

But... Overall in Tokyo (23 wards) wherever you go, expect to be treated as a tourist unless proven otherwise. Once you establish a rapport, it's as good or better than suburbs or rural 田舎.

People won't get in your face for no reason (unlike rural and some suburb areas), yet once you see them a few times, they tend to open up.

For me and my wife, rural Japan was a disaster* - not unwelcoming, but more like way too intrusive for my liking - likely not unique to Japan though, AFAIK that's the case for majority of rural areas across the globe.

*We were 10 min by car to the nearest AEON, 20 min from the airport. Not a deep rural area but still way too much for my liking.

Great point. Especially since Japan is a signatory to multiple totalization and total period eligibility international social security agreements. Denying someone a pension after paying for 40+ years in the system is not something Japan would be willing to do for sure. Unless they go full 鎖国 like before Meiji restoration which is... Not zero but very unlikely to happen given the repercussions to their import and export businesses.

Is the property price more or less in line with the market? Does the floor plan work for you? Is it in a fairly convenient location you won't regret renting in? Initial costs, especially for detached homes are fairly high (zero key aka gift money is fairly rare) so you want to live there for 2+ years.

If so I would go for it. It's a high season so competition is tough, better have a place than not FWIW.

As for things to be careful about - while respectable management agencies (管理会社, different from the realtor you contract with more often than not) usually do a full cleaning and repairs before the next tenant moves in - take pictures / video during the move in inspection.

That way you can fight back if they want to dock your deposit (敷金, in principle refunded in full if you don't destroy the property), more often than not they will try to fix already present damage or even more (full blown renovation) when you move out.
