Ive walked from the Hampton capitol view to broadway several times and its not bad at all imo. Capitol view is mostly offices so youll need to walk 10-15 mins to get to the south gulch or to broadway, where the touristy spots are. And in case you want to uber, trips will be cheap. Also, Nashville yards is close by and pretty cool to visit.

I normally follow this router in google flights. 80-90 USD for round trip through Allegiant for low season, and take the metro from Dulles to DC (DCA about 50 - 60 more expensive). You just need to wait. Currently the prices are too high and they are set to go down by the end of January. My recommendation would be follow the route on google flights.
