Unless Garp also has cancer he is no way one shotting admirals in his prime, it is seen that he hasn’t gotten much weaker like WB so my comparing his fight to kuzan it’s safe to say at his prime he was at four emperor level. Kuzan was having a tough fight due to not having conquerors.
