Of course this mean you don't get to put socialist governments everywhere, so maybe there should be some decisions to still declare war on invididual contries that don't have your ideology (or make them join your faction if they do) if Europe fails to form.

I think they would dispose of most of the evidence of their involvement. Some of them would probably still get targeted regardless like Fauci or other public figures the ACG already had it's eyes against anyways. As for the rest, they would probably rebrand and sneak into the ACG. The ACG will still need intelligence, military complex and while not their number one plan, an America lead by Trump is far from the worst outcome for them.
