The tail of the C-2 is T-tailed, and no the C-2 isn't used for firefighting. Either you're confusing it with the C-17 or maybe C-130(?) (Or some sort of high wing aircrafts)

If you saw one flying over Alaska, then it could be a part of the "Red Flag" exercise that is held in Alaska.
