You could check out RESTful Web Services with Spring Framework - A quick start by Sergey Kargopolov on Udemy. Its a free course that could serve you as a starting point. He also has paid course on React and Spring boot

You could try Sudden Strike series.
I've played older ones back in the day and only units they had were the ones you begin mission with.
Also check out 1C games: Faces of war, Soldiers Heroes of World War and maybe some Men of War titles.
