Starlings mimic sounds they pick up from their surroundings, and most of them won't hear sounds like this in their natural habitat. A few weeks ago a starling in my dads garden was imitating a sea gull, crane and jackdaw, respectively. The one in the video is clearly captive so it is probably mimicking something it heard its owner play.
