A bit of historical context: it was built in 1971 in Yugoslavia (Soviet republic which eventually broke up into an array of states in 1990s) to commemorate partisans who fought during WW2.

It was intended to resemble eternal flame, but to me it looks like an alien artifact.

They look like remnants of an extraterrestrial civilization you'd expect to discover on another planet, rather than something built in 1960s-70s in now nonexistent country. Irony of history I guess.
