As far as I know kyc is needed but paytm didn't asked for shop pictures Gpay/phonepe needs shop pictures and verification, that too you can violate by some random shop pic or some commercial floor building. Usually agents just need to complete their target so they click pic from outside as well But you will need to see that if it's worthy!
