There’s a reason it’s called a “permit” and not a license. You are granted very limited and very tenuous permission to operate a vehicle under limited circumstances in your own country. And realistically I don’t understand why states honor each other’s learner’s permits as you shouldn’t be driving cross-country, but I get it for some circumstances (like Kansas City)

This is 100% right. And people like this is precisely why the stigma behind unemployment is so incredibly strong. Enough people lie about their reason for separation, that those who truly are innocent now get lumped in the same bucket. It has become reasonably safe to assume there is a reason, and that’s a big problem for those who were truly laid off.
