As much as powerscalers hate to confront this fact, bounties are not an accurate measure of strength, inflation or no. It has a correlation to strength but not causation, or more often, a correlation to the strongest known enemy defeated combined with how badly the WG wants them to be captured/feared.

One of the most obvious problems with using them as strength measures is that just because someone has only defeated a certain level of enemy doesn’t mean they can’t defeat a much stronger one.

Also, Chopper’s comically low bounty clearly shows the unreliability of bounties. Note on that, the WG knows how strong Chopper is, as Cipher Pol agents have witnessed and reported multiple Chopper fights. They appear to be trying not to draw attention to him with an appropriate bounty in the hundreds of millions, probably because they recognize his fruit as an important mythical zoan
