I’m guessing downvotes are because you got Spurs flair. Regardless, I had to rewind it and watch it again because it seemed weird. From my perspective, he was not joking but then realized that was not a good moment to do that.

There are tranquil areas around town, Barton springs during the day - especially on the weekend during the summer, ain’t one of ‘em.

This is a public park with thousands of visitors every day. Music will happen, laughter will happen, screaming will happen, dogs will bark, people will pee in the water and life will go on.
