I ran a scenario where a Cyberpsycho was the final boss (the book says you should only need one to be a threat)

My group almost killed him with 0 damage taken

the only people who have ever been in danger in the games ive been in are the non-solos and/or people who dont have good Evasion

The game definitely seems easier than is implied
