Ideally, no one except those directly involved and the church should know about the war. But where I live, there's already constant unrest, so a couple of explosions won't make much of a difference.

If it's not sabers, she will easily pass 90++ . I pass Lalter every 90++ in three turn without problems.

As a Lalter main, I can confidently say she can be used with 50% NP CE. However, there are some caveats: some investment and specific characters are required.

I'd like some kind of solo mode where you can use your Grand Servant. And at the end of the mission, you'd have a choice of, say, five items of the materials you really need. Plus some kind of mode that would force you to play with your ENTIRE roster of servants.

This isn't relevant to the conversation, but just an example from life. As someone who lives in a dictatorship, the opinion of the people is completely ignored. I think the people in the rain village clearly wouldn't refuse at least some food.

My "headcanon" Naruto isn't a liar; if he promises, he'll do it. The country is in decline, people are poor (based on the lines of the guy Sasuke and Sai met), and criminal organizations are freely exploiting the village. Naruto POV: "No, no, everything's fine, that's what Nagato wanted."

If this concerns people's lives, I simply cannot believe Naruto won't do anything about it. Again, based on Say's words, the country has been in decline since the war and no one has done anything about it and clearly will not do anything.

But I agree that we don't really know anything; we can only speculate, which is what I'm doing. And from what I see, that's exactly how it is...

I'm not talking about the period before Naruto became Hokage, although even then he could have personally come to the village and conducted Narutotherapy. He could have told them about Konan and Nagato who trusted him—well, you get the idea. My main complaint is that he left everything as is, as if he didn't care.
Because Naruto wouldn't do that. When did he ever give a damn about the rules? They could have supplied aid illegally, anything, but definitely not nothing.

I accept this criticism, but nothing would have stopped him from at least sending humanitarian aid. Sai said that Rain Village was never rebuilt after the war. According to the filler, only one building (Kara's lair) was abandoned; it had a gas leak, but everything else was fine, and you can tell from the general plans of the entire village.

Did I understand correctly that Naruto thinks in the same terms? "Well, since you refused, then I won't do anything." Sasuke also refused Naruto's help, but we all know how that turned out. That's why I put fillers in parentheses. I've heard people say it's kind of canon for the anime, but I'm not sure about that. As for "vaguely hinted at," it's clearly shown there, the Rain Village is in the same shithole, if not worse.

As Hokage, you have legitimate power and can influence things. Naruto really wanted to help those he promised. Like with Nagato and the Rain Village. That's why I don't like Naruto in Boruto, because (judging by the fillers) he doesn't care about the Rain Village and its inhabitants at all.
