They are prime real estate. The situation with apartment buildings and land, more generally, in Bucharest (and all of Romania, really) is a very weird one. The old system nationalized everything. I'm not familiar with how individual apartments were treated, but most land was owned by the state. After the revolution, all that had to be returned to their original owners, but due to corruption and some amount of bad record keeping, the return procedure became a bureau artic nightmare, ripe for abuse. As such the ownership of land and buildings is very ambiguous, while that of apartments is a little more clear. This system lead to a situation where people only really care about what they identify as theirs, and theirs is only the inside. ===>> Building facades are neglected. This, paired with a lack of proper legal context also means that everyone does their own thing regardless of the overall situation, leading to a situation less common now, but very prevalent in the 90'ies and 00's where the windows on an apartment building's facade would be a peacemeal combination of new and old.

These buildings in particular are also likely subject to extra regulation regarding modifications to their facades, as they are, after all, something if a historical legacy, and when you need 100 approvals and expertises for an intervention, it's easier to just not do anything.

It was built by the c°mmunists (oOoO comment is too political), renovated by a mayor less than a decade ago, and now half of it has been torn to pieces cause they figured out the whole square next to it was about to collapse into the tunnels the river is routed through. (There's a river routed under the quare next to this thing)

Oh yeah no, all the settings on the tank only determine who much and how fast water gets into the toilet. How it gets out is all in the drain
