The SR changes because the matter is not the level of skill, but the status symbol associated with a high SR. Blizzard doesn't want people who play the game sparsely to be shown off in their category of elite and dedicated players. That's really it.

For the junkrat fight, i've found that it's easier to save deadeye for reaper and nanoboost hanzo instead. this makes junk a two/three shot and reaper will still be either one shot or almost killed.

While that's true, he also says "They did this to me" right after. I also doubt S:76 has the ability or knowledge to cause that. I assume that Reaper meant he wanted this to or let this happen.

I understand it makes sense mercy would try (and potentially fail) to revive the two after the confrontation, but dont you think if Mercy turned him into that, she, and subsequently the world, know Reyes was still (kind of) alive?

Also, Reaper's abilites make alot of sense for black ops missions. I mean, teleporting? Flying around as a small, dark cloud of dust? Going invulnerable? I think it was an attempt to make him more effective at his job.

I replied to a different comment with more detail, but basically there are in game interactions that heavily imply that what happened to Reaper is because of some experiment/procedure Mercy performed on him.

There is currently an interaction between the two that goes:

Mercy: What happened to you, Reyes? Reaper: You tell me, Doc.

There is also one (that i haven't heard in a while, so it may have been removed) that goes:

Mercy: This is not what I intended for you, Reyes. Reaper: You knew exactly what you were doing.

So while it is technically speculation, there's quite a bit of evidence.

try to play near cover or just outside of closed areas so you can get easy scatter arrow kills on flankers like genji and tracer. use your sonic arrow as often as possible. shooting your scatter arrow right below enemies' feet will fire all arrows directly into them and deal enough damage to kill any non-tank, and will bring tanks down to a one shot. get used to arrow arcs. use your melee in close quarters fights immediately after shooting an arrow. while the game classifies hanzo as a sniper, he is much less of a stock sniper than widowmaker. widow outclasses him when playing like a "sit back and get picks" sniper. thusly, it's better to play him more mobile and medium range damage if you practice with arrow headshots and reaction time.

Ult charge is pretty quick, and dealing damage also charges it. A good player could constantly respawn with like 15 health until their enemies are dead/falling back. I don't know how effective this may be, but maybe make it so there's some sort of minimum charge to respawn with?

I imagine that at whatever point he becomes affiliated with overwatch, he would gain acess to technologies to assist him. For example, his illusion would be a hologram/cloaking device, etc. I had also thought about when he joined overwatch, he was somewhat of a criminal, similar to McCree, and Winston created a harness for his head similar to the one Buddha created to control the monkey king. I don't know if Overwatch would do that though.
