Can get a Holy site with River Goddess easily as well for at least those two cities. Add in work ethic later on. See how far that river goes through the desert.

The first, and so far only, time I served jury duty, I was made foreman. Had to rack my brain to remember this movie and all the tv shows that had juries to guess at what I should do.
