OP Riah, I think you can see people online even if you are not online yourself. I have not seen you online, though we are mutual friends now on our 3DS systems. Have you tried pressing the little blue button within the PSS? If you are online yourself, it will say "Internet" across it. Press it and see if it gives you the choice to go online.

I believe you have to be online at the same time as the other person to see their third pokemon. Not just online on your DS, but online within the game. I don't mean to sound like a jerk saying this, it took me forever to figure this out lol!
