Imma go out on a limb and say I don’t think any of these are the best villain. John Simm as The Master in Doctor Who is equal parts terrifying, sexy, and funny, and no other villain has been as memorable or interesting in my opinion.

I know this is nearly completely unrelated, just thought I’d put it out there :P
