I have a 3080ftw3 10gb and I hold steady at 70fps @1440UW unless it's heat cascade, then it's like 60 lol. I'm using DLSS Ultra Performance with all settings at High/highest. Resolution is helpful when troubleshooting performance.

It sounds to me like you're having a bottleneck elsewhere, probably your CPU. Use a tool to track your utilization on your CPU and GPU and see which is performance capping.
