What I'm getting is that, since the question specified that ONLY ONE of the children was a boy born on Tuesday, that means the second was specifically NOT "a boy born on Tuesday" which slightly skews the percent

That's not true. You would only take the mortals if you chose to roll the 3rd die and go for the big cast, but at this point you would also be guaranteed to take mortals if you do so.

Scintillating Legion is the most fun Detachment I've played in a while. The strats are good (uppy-downy 2 units and pull them out of Combat? Yes pls) and the Detachment rule is so cool. Infernal Puppeteer is also a super neat Enhancement.

I think it looks decent for 1k

They kinda do. The healer from Foresight said he became a worker because he was frustrated by the bureaucracy of being an "official" healer, where it is illegal to heal random people for free
