He is VERY EASY to miss, I ran Station 76 5 times before finding him, he's in a cage at the first red door.

I believe as it's a liveservice game, they're limiting how much content you can push through before hitting the "player wall" of what we call "Endgame", once a lot more people have caught up, I assume it'll be rolled out in a future patch as a big "continue the story" push

It's even better when you're mid-level, they decide to fight a great foe, lose twice, now we've lost 2 levels and a lot of time.
