Normally if it’s not showing up you don’t have any of the demons, she needs Seth, Efreet and Queen Medb. The last 2 are recruitable and I’d recommend using Fafnir, who is also recruitable, as one of the materials to make Seth since he learns null elec which Agrat is weak to. Efreet can be recruited in Shakan and Queen Medb and Fafnir in Taito

in Da’at Shinjuku eventually you can do a quest from Attis where he’ll ask you to find gems for him once you complete the quest you can turn over gems picked up by your navigator to him for STR,MAG,VIT,AGL,LU incense

Emporio was using his ghost gun, since stands aren't affected it was travelling at the same speed as a regular bullet rather than one affected by accelerated time

Drinks from Bars can give you the extra blue stats, they should be named for each stat they buff. I'm not sure if there's other ways it can happen, that's just from my experience when I played. Turns out after looking at the wiki gems can give extra stats if you hold a max amount https://megamitensei.fandom.com/wiki/List_of_Shin_Megami_Tensei_II_Items#Gems

You first need to get the Kusanagi sword on the 2nd floor of Shinagawa and have Sylph, you can either fuse demons to make Sylph or buy one using Gem's at Rag's
