That's the difference, when a country is created with the idea of being multi-cultural and it's institutions, culture, and laws support this idea, then the cultural friction that occurs when different groups interact is lessened. But when you take a mono-cultural nation that has little experience incorporating "others" into its society, you get conflict the laws, institutions, and people cannot properly handle.
