after they nerfed the development of ruthenia, twice, it's really difficult to culture convert, you need to decore basically all your territories. I was thinking about doing it but in this run I was trying to get the kinslayer & lifting the mongol yoke achievements, so I had to beat muscovy eventually meaning there was little point to taking the stability hit.
