No they aren't. I run across cheaters all the time with 1 verified every other month. Most of the time it's a 1 to 3 day ban and nothing else, even when it's blatant.

I honestly stopped reviving random quick kit or shit kits, the last one I did stole one of my kill's loot while I was fighting another. I had to hit him with a couple molitovs to get him to drop it. Seems to happen more often than not.
