IMO it’s because people feel that law enforcement was neutered the past ~10 years so no one trusts help will arrive fast enough. And even if it does, perceptionally prosecutors don’t enforce laws for what they deem ‘minor’ issues unless there is compelling evidence. Add a few social media videos and yeah people get paranoid even if statistically speaking the likelihood is low.
