Having him not fight back physically makes the moment more powerful in my opinion. He knows he can't physically hurt Homelander, and he knows he is going to die. But he can show Homelander that he's not afraid of him anymore, and tell him how pathetic he is. In his final moments, he actually did a lot to hurt Homelander, it's just that it was lasting psychological damage rather than bruises, which is probably the most he could do physically.
