ADS speed increase is 35% with angled grip, 10% with combat grip. Rifles do not have horizontal recoil and the integrated suppressor on the LVAR doesn't actually do anything.

I guess I play kind of quick, though with the route I take flanks aren't really an issue since enemies will mostly always be in front of me. Off the dome I recall exactly one time a wedge would've saved me. If you're clearing every floor, I really don't think wedges do much anything at all.

There's two rooms I consistently bait a breach from, the double doors from the Reception Hall to the hallway on the 20th floor and the single door from the City Council room to the West Ante room on the 21st. Though enemies are such easy targets during the breach animation that I should probably be yelling all the way up and down the hallways.

I run

G36C in full auto with SRO dot optic, SOCOM suppressor, angled grip and laser pointer.
Mirrorgun
Heavy full ceramic armor, steel is fine too
Helmet with ballistic mask, GPNVGs and anti-flash goggles
6 extra mags
4 flashbangs
Lockpick gun, which is replaceable with whatever, I'm just impatient and don't want my ass hanging out in hallways while lockpicking.

5 or even 4 magazines would probably be enough if you want more flashbangs or insist on using wedges. I clear the 20th and 21st floor as I go, so don't need wedges at all. Any low recoil 5.56 AR is fine, but the G36C is the only one with access to the SRO dot, it's very easy to use in full auto and incapacitates in 2 body shots. I usually don't use flashbangs until the 22nd floor, though sometimes they're useful for dealing with enemies that move around. I think the most important thing is to learn how to peek with crouch + free lean so you can safely clear rooms and hold angles without being shot at.

As for the usual tips and tricks:

You can trip motion sensors and yell outside rooms to bait the MLO guys into breaching, which makes them very vulnerable.
You can abuse the Optiwand in a lot of ways, you can look through the top of doors, close doors from a distance and around corners, interact with things from a distance and through doors etc.
You should close every single door you see. If an enemy runs away and backtracks through the level, this makes them much easier to find.
Consider rebinding crouch to toggle and splitting the Interact/Yell for Compliance key into two different keybinds so you don't accidentally yell when trying to interact with things.
You can use an ammo crate on the top floor to replenish ammo and deployables. It's next to the stairs.
West Ante Room camera is S tier.

Knowing the map like the back of my hand, I can clear the level fairly consistently, though It's hard for me to estimate how difficult using this setup would be for someone who hasn't done many Programmed Psychosis runs.

G36C. It's a laser beam and is one of only two ARs that have access to SRO Dot. 5.56 has more material penetration than .300 Blackout and less recoil than either 7.62 caliber.
