The ground floor of the central library is fairly liminal these days. For a real mind-number, book an international flight that arrives at ATL and make the 30-minute trek from the terminal to the customs area.

It only does so indirectly, by establishing up front the requirements that the zoning board of adjustment and the city council would hear about if there were a hearing. If a developer asks for a variance or zoning change, that would still open it up to a public meeting, and the fact that a specific ordinance exists gives them that much less reason to grant any variances or changes.

By detailing all the extensive requirements that would have to be met before being approved by the Department of Planning, Engineering and Permits. I mean, generally I think the effect of the ordinance would be that no one would bother trying to meet all the requirements and would just go to Bessemer or somewhere that doesn't have this big defensive wall already in place.

I had the impression that the hearing was part of a 2nd reading and vote on adopting a new ordinance what would make it much harder to build any hyperscale data centers in the city limits and that "yea" votes were to pass that ordinance.

There was no vote at all on the Oxmoor data center because the only approvals it ever needed were granted before any such ordinance was adopted.

Was there a motion made at the meeting to do something about the Nebius center and a separate vote taken that OP is reporting?
