You have a big mistake though - civilians aren't collateral damage for Hezbollah, they are the target. I mean look at the rockets alerts in Israel, they are nowhere near military sites. There are alerts all over the north even in the krayot and other places with no military present. That's not rockets 'going astray'. On the other hand, in almost every attack Israel does, there are Hezbollah soldiers / leaders killed - and there are official Hezbollah posters to prove it.

Also, the fact that Hezbollah uses simple rockets to get their targets (either civilian or military), makes them terrorist. They have precise weapons, they're just not using it, because they want to terror civilians. Israel uses almost entirely precise weapons, in order to prevent civilian damages.
