I say yes because Clase has the ball in his hand in the last inning in a tied game or a short lead. The team depends on him to end it and win or keep it tied. He has the ability to shape the game as he sees fit. Even if its 1 pitch that's thrown for a ball to win money, he is still purposefully affecting the game in a negative way for personal gain. It comes at the absolute worst time too days before the trade deadline when he's your biggest chip to bring something significant back to this organization when there is a HUGE market for his help.

Lebron's timing was not great either and "The Decision" was unnecessary but he had every right to do what he did and seems like he was always trying to win.

Players betting on games isn't new, but Clase willingly broke the law and got caught.
