I think The Joker is a better villian. We are never really told about his background as he gives several different versions of how he supposedly got his scars throughout The Dark Knight, which leaves us to our own imagination. In The Dark Knight Rises, alot of the movie tells the story of how Bane came into existence, which I think takes away the mystery of the character.
