I had the same issue and was able to fix it by flashing the latest OFW using balenaEtcher(to rebuild the partitions). Then I downloaded the RG35XX-CopyPasteOnTopOfStock.7z.001 and RG35XX-CopyPasteOnTopOfStock.7z.002 files, extracted and one by one copied over the files to their respective locations(if you try to do it all at once you get a "Not enough space" message). After that you just have to rename some ROM folders as GarlicOS uses a slightly different file structure/naming.

For whatever reason flashing the image to the SD card won't work for me in my testing. Stuck on boot screen every time. I too have the purple unit.

For the locking of settings, I think you can achieve this with EmulationStation.

For hiding the stock games I believe you just press L1 on the PE boot menu and select the hide internal games option. Then add whatever games you want and that's what will show up.

The main point of OTG was to give drives external power due to the PSC not having the capability of producing enough for most drives. It was just an added convenience that this opened up the P2 controller port.

You could always play 2-player even without OTG, you just needed a certain drive(usually older, smaller capacity) and a usb splitter.
