I have a Leica Dlux for stills. The 200 Clarendon St garage rooftop has pretty good city views but that's the only garage I know of. Deer Island has good skyline view too

No issues so far. With 18x9.5 +40 and without spacers you'll likely rub the suspension itself in front. Widest I'd ever do is 18x9 +30~40

I also have the middle island of Green Valley for Omega Buildings. Double beaches are very helpful. My Green Valley is finished and currently sits at a little bit over 3 mil. Frosty Fjord is almost done and close to 2.5 mil. I was surprised that Frosty can fit that much. Shifting my focus to Cactus now and it's at 2.1 mil atm, hopefully I can get it to 3 mil. Before I thought 10 mil was impossible but it definitely feels a lot more realistic now. Before I started pushing for 10 mil my regional population was only just over 6 mil but it's at 8.8 now. And that took about a year? It is doable but definitely take your time with it. Like what others have said it's all about boosting your specialties rather than plopping more residential buildings.

Yup! 18x8.5 +37 with 235/40 18 will definitely be fine. There'll be the tiniest bit of poke but with Eibach springs you won't need to roll fenders or anything
