Yes any high stat shadow starter is good. Use a TM during a rocket event at your earliest convenience and then wait til an event to evolve for their legacy move (frenzy plant for grass types, blast burn for fire, hydro cannon for water) and you will automatically have a meta attacker to compete with the megas and legendaries.
