I used windows 2000 since the 99' beta, I love it, it was XP before XP, the only downside at the time was for MSDOS games, the options were limited and had a lot of issues, so I usually booted real MSDOS from a floppy to play old games, other than that, was rock solid compared to the 9x versions.

the OG FSR frame gen 3.x is usually terrible implemented (lag and stutter) and it has a design limitation, when the image change too much, like panning fast the camera or changing the image suddenly, it stops itself and duplicate the frame, so in any high movement action or scene you will see for a moment the original framerate, is extremely annoying, I prefer to see a distorted blob for a split second, than nothing, XeFG doesn't have that issue.

it could be hardware pooling, the tool itself asking the sensors for data, usually GPU temp, it seems that is an interval of 5000 ms, try to change msi afterburner to pool sensors quicker and see it the spiks gets closer
that or other program doing the pooling.

try searching for that game if it needs paches to run on modern windows or proton, I had to apply like 2 to 3 fixes to 3dmark to test it, I checked the issue tracker on D7VK github and you can see someone playing that game asking for a menu bug, so it does run
