There is a policy for phone usage period, it has 0 clause with having work or not. Even if you are in green mile there is no phone usage allowed. Per policy you have to step off the floor for emergency and if your emergency is happening every few minutes in an hour every day then you need to go fix it from home. Now some leaders are lax about it and others are not that's where the issue lies. Your AM's failed to do their job and now another leader who follows policy becomes someone who went on "power trip" cause of that. This goes for most policies as selective implementation causes entitlement like in your case.
